Public comments are welcomed, but no action can be taken by the Commission on comments received at this meeting.  Anyone wishing to have the Commission vote on an item should call the Finance Office at 578-2600 by 5:00 p.m. on the Wednesday preceding the next scheduled meeting to be placed on the agenda.

Matters appearing on Consent Agenda are expected to be non-controversial and will be acted upon by the Commission at one time, without discussion, unless a member of the Commission requests an opportunity to address any given item.  Items removed from the Consent Agenda will be discussed at the beginning of New Business.

  1. a.Permission to hire Patrick Lower as full-time Zoning Coordinator at $25.00 per hour effective October 19, 2026 pending pre-employment screening.

  2. b.Permission to advertise in-house for 5 days and with outside sources for full-time Parks Superintendent position at $24.00 to $26.00 per hour depending on education, experience and qualifications.

  3. c.Permission to accept termination of Parks Superintendent Matthew Cameron-Johnson effective Sept 17, 2026.  

  4. d.Permission to engage Bonny Anfinson as an Independent Contractor at a rate of $35.00 per hour, as needed, during the transition, hiring and training of positions within the Planning, Zoning and Historic Preservation Department.

  5. e.Permission to remove McGuyre Kyte effective September 4, 2026 from the Deadwood Volunteer Fire Department roster for worker's compensation purposes.

  6. f.Resolution 2026-25 Declare Surplus Property. 

  7. g.Permission for Mayor to sign Oakridge Cemetery Certificate of Purchase and Warranty Deed for James Mattson.   

  8. h.Approve the September 10, 2026 Parking & Transportation Committee denial of Reserved Residential Parking Permit Application for 2 Stewart Street.

  9. i.Permission to allow firefighters Sarah Van Tassel, Jeremy Van Tassel, Melanie Bond, John Beck and Mike Klamm to attend SD Firefighters Assoc. Annual Conference in Piedmont on October 2-4, 2026 with use of truck 4.  

  10. j.Permission to purchase nine wildland fire shelters from Med -Tech Resources in the amount of $2,970.00. (To be paid by Fire equipment line item.)  

  11. k.Permission to pay William Schmidt to repair curb/gutter at intersection of Adams and Van Buren in the amount of $6,257.00. (To be paid by Streets repairs line item.) 

  12. l.Permission to pay Straight Line Striping for the restriping of Miller Street after the mill and overlay in the amount of $2,627.93. (To be paid by Parking & Transportation Professional Services).

  13. m.Permission to pay Summit Fire Protection to perform the annual fire extinguisher inspection in the amount of $4,766.50. (To be paid by Public Buildings Professional Services line item.) 

  14. n.Permission to update amount from $54,002.50 to $54,958.09 for Sacrison Paving to repair asphalt from waterline break on Highway 85. (Originally approved on June 1, 2026 and to be paid by Water Repairs line item.)

  1. a.Hold public hearing for Lead Deadwood High School Homecoming Parade: street closure; Main Street from Lower Main at Pioneer Way to Pine Street for parade on Friday, September 25, 2026 from 2:00 p.m. until parade ends. Parade will assemble in Event Center Parking Lot.

  1. a.Review of South Dakota Open Meetings Laws Brochure. (Per 2025 SB 14. SDCL 1-25-13.) 

  2. b.Resolution 2026-24 for the Acceptance of Irrevocable Offer of Dedication of Land and/or Improvements for a portion of Phase III (Bavarian Load Drive, Blarney Stone Court and Palisades Stone Street) of Stage Run Development.

  3. c.Permission to enter into contract with Julie Stone of Lead, SD in the amount not to exceed $15,000 to conduct records research for our Geographical Information System mapping and updating Boots on Bricks publication information.

  4. d.Permission to accept low quote from Van Diest Supply Company for a ULV mosquito fogger in the amount of $18,054.00. (To be paid by Parks equipment line item.)

  5. e.Permission to pay Rasmussen Mechanical to replace condenser and heat exchanger on RTU 4 at City Hall at a cost not to exceed $6,448.00. (To be paid by HP Capital Assets general maintenance line item.)
