CONSENT CALENDAR - All items listed on the Consent Calendar are considered by the Council to be routine in nature and will be enacted by one motion unless an audience member or Council member requests otherwise, in which case, the item will be removed for separate consideration.

• 1.Approve - June 16 Council draft minutes

• 2.Receive and File - Police Department June report

• 3.Receive and File - Code Enforcement Department June report

• 4.Receive and File - Finance Department May and June reports

• 5.Receive and File - City Treasurer's February report

• 6.Receive and File - May and June Warrants List

• 7.Approve -Street Closure on 5th Street from Market Street north to the alleyway on August 1st at 3:00 pm-2:00 am for the Bartender Challenge event

• 8.Approve - 2007 Ford Expedition Alternate BLS Transport Unit as surplus property and authorize its donation to the Bear Valley Indian Valley Fire Protection District

• 9.Adopt - Resolution authorizing delinquent solid waste liens on “Exhibit A” to be placed on the 2026-27 City Property Tax Roll with the County.

COUNCIL MEMBER /CITY MANAGER REPORTS AND STAFF COMMENTS

COUNCIL CONSIDERATION

• 10.Consideration of Fiscal Year 2026/2027 Budget Adoption and Fiscal Outlook

  Recommendation: Council to adopt the Resolution adopting the Fiscal Year 2026/2027 Budget and receive an update regarding the City's current fiscal outlook and projected budget deficit.

• 11.Consideration of the Resolution approving the GANN Limit

  Recommendation: Council to adopt the Resolution for approval of the appropriation limit for Fiscal Year 2026-27 and updated for the fiscal year 2025-26.

• 12.Consideration of a Resolution placing a 10-year extension of the City’s Transactions and Use Tax (“Local Sales Tax”) on the November 3, 2026 Ballot; and consideration to introduce the Ordinance imposing Tax and take certain related actions

  Recommendation: Staff recommends Council take the following actions:

  (i). Council to adopt a Resolution of the City Council of the City of Colusa submitting a Transaction and Use Tax Measure to the voters at the November 3, 2026, General Municipal Election and taking certain related actions. 

  (ii). Council to introduce and waive the First Reading of Ordinance No.576, An Ordinance of the City of Colusa, California, amending Article VIII of Chapter 8 of the Municipal Code to impose a transaction and use tax to be administered by the California Department of Tax And Fee Administration

  (iii). If desired, authorize one or more members of the City Council to file an argument for or against the measure on behalf of the City Council

• 13.Updates to the Brown Act pursuant to SB 707

  Recommendation:  Council to provide staff direction to ensure compliance with SB 707
