• 5.Adopt - Resolution authorizing staff to proceed with planning and grant applications for a future sports complex and community center

• 7.Adopt - Resolution considering determining a public convenience or necessity for H&S Energy Products at 809 Market Street, Colusa

PUBLIC HEARING

• 8.Consideration of the Fiscal Year 2026-27 Comprehensive Fee Schedule

  Recommendation: Open the Public Hearing and Council to adopt the Resolution approving Fiscal Year 2026-27 Comprehensive Fee Schedule changes and additions

• 9.Consideration of the Resolution to initiate proceedings of intent to levy the Walnut Ranch Assessment District for FY 2026-27, accept the preliminary engineer’s report, confirming diagram and maps.

  Recommendation: Open the Public Hearing and Council to adopt the Resolution to approve the engineer’s report, confirming diagram maps and parcels within the assessment districts, and order the levy of assessment for FY 2026-27 for the City of Colusa Walnut Ranch Assessment District.

• 10.Consideration of the Resolution to initiate proceedings of intent to approve the engineer’s reports, confirm diagram maps, and order the levy on parcels for FY 2026-27 for the City of Colusa Parks, Trees & Pool Improvement District. 

  Recommendation: Open the Public Hearing and Council to adopt the Resolution to approve the engineer’s report, which confirms diagram maps and parcels within the assessment district, and order the levy of assessment for FY 2026-27 for the City of Colusa Parks, Trees & Pool Improvement District.

• 11.Consideration of the Resolution to initiate Proceedings of intent to annually levy City of Colusa Districts Community Facilities District (CFD) 2-2020 for Fiscal Year 2026-27, accept preliminary engineer’s reports, and include a public hearing. 

  Recommendation: Open the Public Hearing and Council to adopt the Resolution to approve the engineer’s report, which confirms diagram maps and parcels within the assessment district and order the levy of assessment for FY 2026-27 for the City of Colusa CFD 2-2020.

• 12.Consideration of the Resolution to initiate Proceedings of intent approving the engineer’s report, confirming diagram maps, and ordering the levy on parcels for FY 2026-27 for the Colusa Meadows West Public Facilities Assessment District and Hoblit Public Facilities Assessment District. 

  Recommendation: Open the Public Hearing and Council to adopt the Resolution to approve engineer’s reports which confirm diagram maps and parcels within the assessment districts and order the levy of assessment for FY 2026-27 for the Colusa Meadows West Public Facilities Assessment District and Hoblit Public Facilities Assessment District.

COUNCIL CONSIDERATION

• 13.Consideration of the Resolution for the Amendment to the Joint Powers Agreement for the Yuba-Sutter-Colusa Regional Housing Authority to allow Lake County to become a participating member agency.

  Recommendation: Council to adopt the Resolution to approve the amendment to the Joint Powers Agreement (JPA) for the Yuba-Sutter-Colusa Regional Housing Authority to allow Lake County to become a participating member agency.
