• 12.Adopt - Resolution for the city to provide Valley Vision with a letter of support to apply for the CRF planning grant.
  
  

• 13.Adopt - Ordinance 552 Amending Article VIII of Chapter 8 of the Municipal Code to impost a transactions and use tax.

COUNCIL MEMBER AND CITY MANAGER REPORTS

PUBLIC HEARING

• 14.Consideration to authorize placement of solid waste liens from Recology to be placed on the 2022-23 County Property Tax Roll.

  Recommendation:  Council to open the Public Hearing and; 

  Council to adopt Resolution 22-__ authorizing delinquent solid waste liens on “Exhibit A” to be placed on the 2022-23 City Property Tax Roll with the County.

• 15.Hold public hearing approving engineer’s reports, confirming diagram maps, and order the levy on parcels for FY 2022-23 for the Colusa Meadows West Public Facilities Assessment District and Hoblit Public Facilities Assessment District.

• 16.Public Hearing to adopt Parks, Trees and Pool District

• 17.Public Hearing to adopt Resolutions for the Walnut Ranch Assessment District

• 18.Hold public hearing to approve engineer’s reports, confirming diagram maps, and order the levy on parcels for FY 2022-23 for the City of Colusa Community Facilities District (CFD) 2-2020. 

  REQUESTED ACTION:

• 19.Public Hearing approving engineer’s report, confirming diagram maps, and order the levy on parcels for FY 2022-23 for the Walnut Ranch Assessment District.

  Recommendation:

  1. Conduct public hearing.

  2. Council to adopt Resolution - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLUSA TO LEVY AND COLLECT ASSESSMENTS FOR FISCAL YEAR 2022-23 FOR THE WALNUT RANCH LANDSCAPE AND LIGHTING DISTRICT

COUNCIL CONSIDERATION

• 20.Consideration of Commission Appointments

  Recommendation:

  Council to review six applications and appoint two applicants to the Planning Commission for a four-year term.  

  Council to review two applications and appoint one applicant to the Parks, Recreation and Tree (PRT) Commission for a four-year term.

• 21.First reading of an Ordinance regarding AB 481- Military Equipment Policy for the Police Department

  Recommendation: Hold first reading and read by title only an Ordinance regarding Military Equipment Policy for the Police Department

• 22.US Department of Transportation (DOT) Safe Streets and Roads for All (SS4A) Planning Grant

  Recommendations: Council to approve Resolution 22-___ for the City of Colusa to submit a grant bid to the DOT for a planning grant for a Comprehensive Safety Action Plan for the City’s Transportation Infrastructure.

  Council to approve Resolution 22-___ making a commitment to set a goal for zero fatalities and serious injuries on the roads of the City of Colusa.

• 23.Events Update

• 24.Consideration of Resolution approving the Proposed budget as recommended by City Manager and City Staff.

  Recommendation:

  Council to approve the proposed budget for the fiscal year 2022-2023, the appropriation (GANN) limit for the fiscal year 2022-2023, and the correction factor for the fiscal year 2021-2022.

DISCUSSION ITEMS

• 25.Discussion on all commissions at least two members may live within two miles of the city limits or must live within the Sphere of influence.

• 26.Discussion on using our current cannabis AD-HOC members to evaluate cannabis activities or create a new AD-HOC
