CONSENT CALENDAR - All items listed on the Consent Calendar are considered by the Council to be routine in nature and will be enacted by one motion unless an audience member or Council member requests otherwise, in which case, the item will be removed for separate consideration.

• 1.Approve - May 6 Draft Council Minutes

COUNCIL MEMBER /CITY MANAGER REPORTS AND STAFF COMMENTS

PUBLIC HEARING

• 2.Fiscal Year 2025-26 Comprehensive Fee Schedule Public Hearing

  Recommendation: Council to open the Public Hearing and adopt the Resolution approving Fiscal Year 2024-25 Comprehensive Fee Schedule changes and additions.

COUNCIL CONSIDERATION

• 3.Consideration to authorize the City Manager to award the contract to VSS International, Inc. for Street Maintenance and Rehabilitation Services using Measure B, LTF, and Gas Tax Funds.

  Recommendation:  Council to adopt the Resolution authorizing the City Manager to execute a contract with VSS International, Inc., for $1,587,990 for street maintenance and rehabilitation services.

• 4.Consideration of a Resolution authorizing the City of Colusa to apply for the 2025 Safe Streets and Roads for All (SS4A) Federal Grant

  Recommendation: Council to adopt the Resolution authorizing the submittal of a grant application to the U.S. Department of Transportation’s Safe Streets and Roads for All (SS4A)

• 5.City of Colusa’s purchasing policy

  Recommendation: Council to adopt the Resolution adopting the updated purchasing policy. 

DISCUSSION ITEMS

• 6.Discussion on City of Colusa’s donation Policy.

  Recommendation: The purpose of this report is to bring forward concerns regarding the City of Colusa’s current donation policy, which has hindered the City’s ability to solicit and receive donations for community events and recreational programs. This matter has been requested for Council discussion and potential revision by two Council Members.

• 7.City Sponsored events.

  Recommendation: Staff recommends that the City Council review and discuss the importance of city-sponsored events and provide direction on future city involvement, funding, and scheduling of such events. At the request of two Council Members, this item is being brought forward for Council discussion and potential action
