Approval is requested to repeal Resolution#101-21, and replacing with new Resolution of the Declaration of Taking of Parcel 28, 3100 Buena Vista Road for the Intersection Improvements along Buena Vista Road (Columbus Spider Web Network), Muscogee County totaling 0.015 acres+/- of Right of Way, plus 0.073 acres+/- Permanent Easement (Area 1) and 0.137 acres +/ (Area 2) and 0.079 acres +/- for Temporary Driveway Easement for the construction of the project for county Road and/or Municipal Street purposes and authorizing the filing of a Declaration of Taking by the City Attorney or his representatives for the Declaration of Taking of said land under the authority of official code of Georgia annotated, Section 32-3-1 et. Seq. for the referenced project.

Approval is requested to enter into a Second Amendment to an existing Environmental Services Agreement with Columbus Power Producers, LLC to allow for the design, installation, and operation of a landfill gas collection system at the Pine Grove Landfill, which is owned by the Columbus Consolidated Government.
Approval is requested to enter into an agreement between the Circuit Public Defender Office of the Chattahoochee Judicial Circuit and Muscogee County for Indigent Defense Services in the amount of $2,112,031 and to authorize monthly payments to the Georgia Public Defender Standards Council (GPDSC) for said services in the amount of $129,881.42 per month. The monthly amount is included in the total contract amount of $2,112,031 and it covers the cost of personnel services as well as a 5% administrative fee.
Approval is requested for the Sheriff’s Office to accept a grant from the Georgia Emergency Management Agency/Homeland Security for $38,750.00, or as otherwise awarded, for operation of the Columbus Hazardous Devices Response Team, and to amend the Multi-governmental fund by the amount awarded.
Approval is requested for the Sheriff’s Office to accept a grant from the Georgia Emergency Management Agency/Homeland Security for $52,000.00, or as otherwise awarded, for operation of the explosive detection canine program, and to amend the Multi-governmental fund by the amount awarded.
Approval is requested to submit an application and accept, if awarded, an Edward Byrne Memorial Justice Assistance (JAG) grant for the Federal Fiscal Year 2021 solicitation in the amount of $104,731, or as otherwise awarded, with no local match requirement, to be used for eligible projects as defined in the grant, and to amend the Multi-Governmental Fund by the amount of the award. The funding will be allocated as follows: Muscogee County Sheriff, for body-worn cameras -- $48,738; Columbus Police Department, for GrayKey Online Licensing Subscription (Cyber Crime Unit) -- $45,995; Columbus Fire/EMS, for EVO II Dual Thermal Drone -- $9,998.
Approval is requested to allow the City Manager to apply for funding available through the Transportation Alternatives Program (TAP)which is administered through the Georgia Department of Transportation (GDOT) for the development of non-traditional transportation related activities such as pedestrian facilities, bicycle facilities, and pedestrian streetscaping projects.and accept the amount awarded and amend the Transportation project fund by the amount awarded.
Approval is requested to enter into a lease amendment and renewal with the Columbus Department of Public Health-WIC Program to amend and renew the lease of additional space at the building located at 5601 Veterans Parkway. The City will lease at the rate of $10.00 per square foot, being a sum of $8,000 per annum or $666.66 per month.
Approval is requested to enter into a lease amendment with the Columbus Department of Public Health - District Child Health Program to amend the lease of additional space at the building located at 5601 Veterans Parkway. The City will lease at the rate of $10.00 per square foot, being a sum of $10,710 per annum or $892.50 per month.

Scope of Bid
The Consolidated Government of Columbus, Georgia (the Owner) invites bids for construction of the proposed trail and landscape improvements along the Columbus Riverwalk. The work primarily involves installation of concrete paving and decorative planters and structures with landscaping, as depicted on the drawings. The DBE goal for this project is 8%.
Bidders are advised that the governing specifications for this project, including such items as bidding requirements, general conditions, technical specifications and related items, shall be in accordance with the State of Georgia, Department of Transportation Standard Specifications, 2013 Edition, and applicable Supplemental Specifications and Special Provisions. The Owner assumes the Bidder is a pre-qualified bidder with GDOT and therefore is familiar with the stated reference documents or has access to same.

Treatment Providers for Mental Health Court and Veterans Treatment Court (Annual Contract) – RFP No. 21-0031
Scope of RFP
Columbus Consolidated Government, on behalf of the Mental Health Court and Veterans Treatment Court, is soliciting proposals to provide treatment to participants in PTSD Counseling and Psychological Assessment. Offerors may submit proposals to provide either or both areas of treatment. The services will be procured on an as-needed basis.
