CITY MANAGER'S AGENDA
Approve a resolution authorizing a contract with Anthem for the retiree Medicare Advantage health plan effective January 1, 2027.
Approval is requested to authorize the City Manager to extend the Management Agreement with the Housing Authority of the Columbus, Georgia (HACG) to manage and operate the Legacy Terrace Apartment Complex, 801 9th Street a/k/a Tax Map 019 010 005, for one (1) additional year, from October 1, 2026 through September 30, 2027.
Approval is requested to quit claim platted Right-Of-Way (never opened), to Cussetawood Holdings, LLC, and to authorize the City Manager to execute all contracts, agreements and understandings related to the conveyance as outlined in Columbus Charter 7-501 (3)
Approval is requested to submit an application and accept, if awarded, the FY 27 Local Maintenance and Improvement Grant (LMIG) from the Georgia Department of Transportation (GDOT). The FY 27 LMIG allocation for Columbus-Muscogee County from GDOT is $2,915,074.60. A 10% local match is required.
Approval is requested to apply for and accept, if awarded, a grant in the amount of up to $3,000,000.00, or as otherwise awarded, from the Georgia Department of Natural Resources, Georgia Outdoor Stewardship Program for improvements to the historic power channel and the ecological health of the Chattahoochee River.

EMERGENCY PURCHASES
REPLACEMENT UPS, GENERATOR, AND TRANSFER SWITCH AT THE PUBLIC SAFETY BUILDING:
On September 8, 2026, the City Manager was notified of the need to replace the Uninterruptible Power Supply (UPS), Generator and Transfer Switch at the Public Safety Building. The emergency replacement of the equipment was requested due to a power issue at the Public Safety Building which occurred around 2 am on September 8th , causing temporary disruption of the E911 dispatch system.
The power issue was due to issues with the battery backup and generator. This outage affected the radio system and Computer Aided Dispatch (CAD) system. The battery backup failed around 2 am, however the radio system and CAD were restored shortly after 3 am and became fully operational. In the meantime, the Facilities Maintenance Department engaged a vendor to install a temporary battery backup while a permanent solution is put in place. Nevertheless, to ensure a stable power supply and prevent further outages, equipment replacement is required
Motorola Solutions, provider of the E911 Dispatch System, was contacted to provide a quote for the replacement and installation of the equipment. The cost is as follows:
UPS: $166,315.20
Generator and Transfer Switch: $302,125.00
Total Cost: $468,440.20
The City Manager approved the emergency purchase on September 8, 2026.
Funding is available in the FY27 Budget: Special Project/Capital Project Fund – Capital Projects – General Fund Supported Capital Projects – Capital Expenditure/Over $5,000 - Generator/Uninterrupted Power Source Replacements; 0508 – 660 – 1000 – CPGF – 7761 - 22966.

1 Dragonfly Trail – River Road Segment (S.R. 219) – RFP No. 27-0006
Scope of Bid
This project consists of constructing a new trail beginning near Cascade Road in Columbus, Georgia. The trail will run south along River Road (SR 219) and continue west to the existing riverwalk at Lake Oliver Road. The project length is approximately 5,026 lf and includes a 10' wide concrete trail, pedestrian bridge, landscape improvements, stormwater improvements, and trail amenities. Additional work associated with the project includes minor demolition and clearing, erosion control, grading, and signage. Portions of the project are located on state right-of-way. A GDOT encroachment permit has been obtained by the City of Columbus. A dbe goal of 10% has been established for this project.

Scope of RFP
The Consolidated Government of Columbus, Georgia (the City) is seeking vendors to provide portable toilets, hand washing stations, and grey water collection containers at various City location sites.
The contract term will be for two (2) years with the option to renew for three (3) additional twelve-month periods.
