CITY MANAGER'S AGENDA
Approval is requested of the resolution for the 2021 Legislative Session of the Georgia General Assembly, which the Mayor and Council deem appropriate.
Approval is requested of a Lessor Agreement, Georgia Power Easement, and any other documents pertaining to Historic Westville, Inc sublessor, Camp David RV Resort. The MOA between the City and Historic Westville, Inc will remain the same. Camp David RV Resort will bring in increased tourism, property taxes, and lease payments for Tract B. The use of this property will relieve the City of responsibility to maintain the property and return a portion to the tax rolls. The Lease for Tract B states that once a certificate of occupancy for an RV Park and on the first day of the first month after the granting thereof, Historic Westville, Inc. shall begin payment of an annual rental of $1,200.00 per year for each lease year hereunder. Annual rent shall be reviewed every three years thereafter, with Historic Westville, Inc.
Approval is requested for the approval of an agreement between Columbus Consolidated Government and Columbus State University for an Advocacy thru Arts Mural Project at 18th Street and 5th Avenue. The City will approve the art concept prior to the start of the project. CSU will be financially responsible for all aspects of this project.
Approval is requested to accept both financial and equipment donations from local business and organizations to be used for decorations and lighting equipment for the Spooktacular Trunk or Treat & More Event.
Approval is requested to authorize the District Attorney’s Victim-Witness Assistance Program to submit and if approved, accept a grant for $417,247 or as otherwise awarded from the Criminal Justice Coordinating Council of Georgia along with $104,312 from the 5% Crime Victim Surcharge Fund allocated in the FY21 Budget to provide funding for Crime Victim Assistance in the Chattahoochee Judicial Circuit from October 1, 2020 to September 30, 2021. The grant no longer requires the use of volunteers; however, the entire 20% match could be provided with the use of volunteers. Volunteer hours are paid at $15.00 per hour and, after proper submission, will reduce the amount of required cash match from the 5% Crime Victim Surcharge Fund. It is requested that the multi-governmental fund be amended by the amount awarded plus the local match.
Approval is requested to authorize the District Attorney’s Victim-Witness Assistance Program to submit and if approved, accept a grant for $50,049 or as otherwise awarded from the Criminal Justice Coordinating Council of Georgia allocated in the FY21 Budget to provide funding for Crime Victim Assistance in the Chattahoochee Judicial Circuit from October 1, 2020 to September 30, 2021. This Compensation Advocate Grant has a Match Waiver so there is no request for either a cash match or an In-Kind match. It is requested that the multi-governmental fund be amended by the amount awarded.
Approval is requested to accept an award from the Center for Tech and Civic Life in the amount of $412,245, or as otherwise awarded, for personnel and equipment to help the Elections and Registration respond to needs arising as a result of COVID-19 in the upcoming election, and amend the Multi-governmental Fund by the amount awarded. There are no local match funds required.
Approval is requested to accept an award from the USC Schwarzenegger Institute Democracy Fund Initiative in the amount of $210,675, or as otherwise awarded, to supplement early voting sites and in-person voting at polling places, to help the Elections and Registration respond to needs arising as a result of COVID-19 in the upcoming election, and amend the Multi-governmental Fund by the amount awarded. There are no local match funds required.
Approval is requested to accept a Federal VOCA (Victims of Crimes Act) Grant in the amount of $203,419 or as otherwise awarded from the Georgia Criminal Justice Coordinating Council and approved matching funding and $5,287 from the five percent crime victim surcharge fund for the Solicitor General’s Victim Assistance Program.
Approval is requested for the Harris County Commission to request that the potential traffic impacts as documented in the Traffic Impact Study prepared by Southeastern Engineering, Inc. dated September 25, 2020, for the proposed redevelopment of Woodland Hills in Harris County, be addressed and corrected before the issuance of any permit. The redevelopment of this area has the potential to significantly impact the current interchange at County Line Road and Manchester Expressway (US Alternate 27) causing the area within Muscogee County to become further congested. The resolution also calls for the further coordination of development efforts for this project between our two governments.

The contract term will be for two years with the option to renew for three additional twelve-month periods.

Columbus Consolidated Government is seeking proposals from experienced, creative architects, building and real estate development firms OR a philanthropic individual or nonprofit group to present a redevelopment plan for adaptive reuse of the Former Georgia State Farmers Market. The redevelopment plan shall be consistent with applicable deed restrictions.

Scope of RFP
The Consolidated Government of Columbus, Georgia (the City) is soliciting proposals for supplemental yard waste collection services. The successful contractor(s) shall provide all equipment and personnel to perform yard waste collection services on five (5) of the City’s fourteen (14) routes.
The term of the contract shall be for one (1) year, with the option to renew for four (4) additional twelve-month periods. Contract renewal will be contingent upon the mutual agreement of the City and the Contractor.
