F.PUBLIC PARTICIPATION 

If you wish to address the Council, please fill out a “Public Meeting Appearance Card” and present it to the Town Secretary, preferably before the meeting begins.  Pursuant to Section 551.007 of the Texas Government Code, citizens wishing to address the Council for items listed as public hearings will be recognized when the public hearing is opened.  For citizens wishing to speak on a non-public hearing item, they may either address the Council during the Public Participation portion of the meeting or when the item is considered by the Town Council.

G.APPOINTED REPRESENTATIVE/LIAISON REPORTS

Council will receive and discuss the following reports:

  1. 1.Denton County Emergency Services District #1.

  2. 2.Police Department – July 2026 Statistics/Activities.

  3. 3.Administration – July 2026 Reports: Financial, Animal Control and Code Enforcement, Engineering, Municipal Court, Permit, and Board Member Attendance.

H.CONSENT AGENDA

This agenda consists of non-controversial, or “housekeeping” items required by law.  Items may be approved with a single motion.  Items may be removed from the Consent Agenda by any Councilmember by making such request prior to a motion and vote on the Consent Agenda.

  1. 1.Consider approval of the July 14, 2026 Special Meeting Minutes.

  2. 2.Consider approval of the Texas Conviction Reporting (TXCR) Interlocal Cooperation Contract between the Texas Department of Public Safety (DPS) and the Town of Bartonville Municipal Court and authorize the Town Administrator to execute said contract.

  3. 3.Consider a Resolution appointing James Warren as the Town’s Representative to serve on the Upper Trinity Regional Water District Board for an unexpired four-year term ending May 31, 2029.

I.PUBLIC HEARINGS AND REGULAR ITEMS

  1. 1.Discuss and consider the acceptance of the submission of the no-new revenue, voter-approval, and De minimis tax rate calculations; take action to consider a proposed tax rate, set a date for public hearing, consideration, and adoption of a tax rate at the September 15, 2026 Regular Town Council meeting.

  2. 2.Discuss and consider approval of the Bartonville Community Development Corporation (BCDC) FY 2026-2027 proposed budget.

  3. 3.Discuss and consider approval of the Bartonville Crime Control and Prevention District (CCPD) FY 2026-2027 proposed budget.

  4. 4.Discuss and consider a Resolution supporting Legislation requiring County Election Administrators to offer annual election services contracts to municipalities for May elections; supporting the integrity, consistency, and professional administration of municipal elections.

  5. 5.Discuss and consider rescheduling the October 20, 2026 Town Council meeting to Tuesday, October 13, 2026 due to Early Voting schedule.

J.FUTURE ITEMS

K.CLOSED SESSION

Pursuant to the Open Meetings Act, Texas Government Code Chapter 551, the Town Council will recess  into  a Closed Executive Session in accordance with the following:

  1. 1.Section 551.071 Consultation with Town Attorney to seek legal advice of its attorney concerning pending or contemplated litigation regarding Bartonville Store, LLC; Janke Office Buildings, LTD; TFLH, LLC; and NTH4 Resources v. Town of Bartonville, Texas, Case 4:26-cv-00894-SDJ pending in the United States District Court for the Eastern District of Texas.

L.RECONVENE OPEN MEETING

The Town Council to reconvene into an open meeting and consider action, if any, on items discussed in closed session.

M.ADJOURNMENT

The Town Council reserves the right to recess into a closed meeting or executive session as authorized by Chapter 551 of the Texas Government Code, (the Texas Open Meetings Act) on any item posted on its open meeting agenda to seek legal advice pursuant to Texas Government Code Section 551.071, Consultation with Attorney of the Texas Open Meetings Act.  Any final action, decision, or vote on a matter deliberated in a closed meeting will only be taken in an open meeting that is held in compliance with Texas Government Code, Chapter 551.
