Welcome and introduction of Chet Miller-Eshleman, the new Executive Director. Chet will provide an update on the current status of the HUB and share insights on its direction and future plans.

I believe a passing blister is not warranted in this case. My reasoning for this is as follows:
The traffic counts in this area have actually gone down since the 2022 count listed on the TIVE. The latest 2025 count is 4,249 vehicles, pushing the AADT closer to the not required threshold.
The TIVE standards are more restrictive than INDOT standards in this case, as INDOT allows a 5000 AADT before considering a passing blister unless a history of accidents is present.
The much larger River Watch development to the west doesn’t have a passing blister (at least not a correctly constructed one) and operates effectively as is.

Committee decided to move forward with Mid-States and R Yoder Construction, Checking references and visiting buildings.
The 30-day waiting period ends November 14. No parties are interested in negotiating a proposal that is compliant with the RFP. Alternate proposals are being prepared to submit to Bristol RDC on Tuesday November 18.
