A RESOLUTION FOR PLAN REVISION FOR NEW LAND DEVELOPMENT
A motion to grant approval to RESOLUTION No. _______, “A RESOLUTION FOR PLAN REVISION FOR NEW LAND DEVEOPMENT” revising the Official Municipal Sewage Facilities Plan for inclusion in the Coen Markets Sewage Facilities Planning Module submission to the PADEP is appropriate.
Motion: I move that we approve Resolution No. R06-12-23A revising the Official Municipal Sewage Facilities Plan for inclusion in the Coen Markets Sewage Facilities Planning Module submission to the Pennsylvania Department of Environmental Protection.
BETHEL PARK ELEMENTARY SCHOOL
MAJOR LAND DEVELOPMENT APPLICATION NO. 2023-0150
REQUEST FOR PRELIMINARY / FINAL APPROVAL
A motion is in order to defer the sidewalk installation requirement of SALDO Section 59.47.1 along Kings School Road is hereby deferred per the SIDEWALK DELAY AGREEMENT by and between The Municipality of Bethel Park and The Bethel Park School District.
A motion is in order to grant approval to the MAJOR LAND DEVELOPMENT PLANS entitled “PRELIMINARY / FINAL LAND DEVELOPMENT PLANS for BETHEL PARK ELEMENTARY SCHOOL” dated March 2023 and last revised April 27, 2023 subject to the applicant complying the following conditions:
That the applicant shall execute a Developer’s Agreement acceptable to the Municipality, post sufficient security in a form acceptable to the Municipality, and provide evidence of necessary insurance coverage prior to the plan being recorded.
That the applicant shall address to the satisfaction of the Municipal Engineer, the comments of the Municipal Engineer, as contained in Gateway Engineering’s review letter dated April 25, 2023.
That the applicant shall obtain a letter from the Pennsylvania Department of Environmental Protection approving the NPDES Permit application.
That the applicant shall obtain a letter from the Pennsylvania Department of Environmental Protection approving a sewage facilities planning module.
That the applicant shall obtain a Joint Permit / General Permit from the Pennsylvania Department of Environmental Protection for the proposed stream / wetland impacts.
That the applicant shall address all issues and obtains all approvals deemed necessary by the Bethel Park Municipal Authority in so far as matters pertaining to the Authority’s sewer service are concerned.
That a Declaration of Covenants and Easement for Maintenance of Stormwater Management Facilities prepared by the Municipality be executed for the maintenance of the on-site underground stormwater detention facilities, rain gardens, infiltration basins, inlet and outlet structures and associated piping.
Motion: I move that we approve the Preliminary/Final Land Development Plans for Bethel Park Elementary School subject to the applicant complying with the outlined conditions.
A motion is in order to approve the minor subdivision plan entitled “LOT CONSOLIDATION PLAN for BETHEL PARK SCHOOL DISTRICT and HENRY A. JR. & JANE M. CAPOZZI” dated March 2023 and last revised April 27, 2023. This plan is to be voted on prior to the land development plan.
Motion: I move that we approve the Lot Consolidation Plan for the Bethel Park School District and Henry A. Jr. & Jane M. Capozzi.
A motion is in order to grant approval to the MAJOR LAND DEVELOPMENT PLANS entitled “PRELIMINARY / FINAL LAND DEVELOPMENT PLANS FOR COEN MARKETS STORE #247 @ 5281 LIBRARY ROAD” dated March 8, 2023 and last revised June 6, 2023 subject to the applicant complying the following conditions:
That the applicant shall execute a Developer’s Agreement acceptable to the Municipality, post sufficient security in a form acceptable to the Municipality, and provide evidence of necessary insurance coverage prior to the plan being recorded.
That the applicant shall address to the satisfaction of the Municipal Engineer, the comments of the Municipal Engineer, as contained in Gateway Engineering’s review letters dated May 16 and 17, 2023.
That the applicant shall obtain a letter from the Pennsylvania Department of Environmental Protection approving a sewage facilities planning module.

Motion: I move that we accept the low bid of $1,562,811.45 from Caliber Contracting Services, Inc. for the Base Bid plus Alternate 1 & 2.
Motion: I move that we accept the low bid of $380,446 from Quigley Development.
Motion: I move that we accept the low bid of $90,104.00 from Lone Pine Construction.
Motion: I move that we reject the bids for the Highland Bridge Project and make this a capital project for 2024 with a budget of $500,000.
I move that we approve Resolution No. R06-12-23C and Resolution No. R06-12-23D to apply for demolition funding through the ACT 152 Blight Removal Program.
