1. Written comments will be accepted via email and will be read aloud during the corresponding
item of the meeting. Public comments shall not exceed three (3) minutes unless otherwise
authorized by City Council. Comments can be submitted anytime prior to the meeting as well
as during the meeting up until the end of the corresponding item. Please submit your

Authorize staff to apply for the Fiscal Year 2020 Edward Byrne Memorial Justice Assistance Grant (JAG) program, and
Authorize the City Manager to execute a interlocal agency agreement between the County of Riverside and the City of Beaumont to seek JAG funds for Fiscal Year 2020.
Approve a five-year purchase contract with Axon Enterprise, Inc. for Taser 7 Systems in an amount not to exceed $38,790.
Authorize the City Manager to execute a 36-month services agreement with Frontier Communications for a new 1GB internet line and 60 direct inbound dial number for the Police Department in the amount of $14,280 per year.
Accept the following bond and security agreement:
Performance Bond No. 107174939 for sewer improvements.
Waive the full reading and adopt by title only, “A Resolution of The City of Beaumont Authorizing City Council to Summarily Vacate Street Right-of-Way from Luis Estrada Road Fronting Maya Plaza”;

Waive the full reading and adopt by title only, “A Resolution of the City Council of the City of Beaumont, Acting as the Legislative Body of the City of Beaumont Community Facilities District No. 2019-1, Authorizing the Issuance of Its 2020 Special Tax Bonds in an Aggregate Principal Amount Not to Exceed $4,000,000 and Approving Certain Documents and Taking Certain Other Actions in Connection Therewith;” and
Waive the full reading and adopt by title only, “A Resolution of the City Council of the City of Beaumont Authorizing the Execution and Delivery of an Acquisitions Agreement Relating to the City of Beaumont Community Facilities District No. 2019-1 and Approving Certain Documents and Taking Certain Other Actions in Connection Therewith.”

Discuss and determine a position on the presented resolution to be considered at the upcoming 2020 League of California Cities Annual Conference.
Review staff’s proposed use and provide direction regarding any modifications prior to the submission of a CIP amendment that is currently targeted for the September 15, 2020, City Council meeting.
City staff recommends that the City Council provide input on the rules of procedure and direct the City Attorney to prepare a formal ordinance to adopt the rules of procedure.
