City Council Regular Meeting Tuesday, August 08, 2023 06:00 PM Bandera City Hall, 511 Main Street, Bandera, Texas

1.Call to order.

2.Invocation and Pledge.

3.Visitors to be heard (shall not exceed 30 minutes total).

Citizens wishing to be heard may do so on all matters except personnel matters, matters listed on the agenda as a public hearing, and matters under litigation. Each person addressing the council must provide his/her legal name and current address for city records and meeting minute preparation. Each person will only be allowed to speak on matters on the agenda during citizen's forum/public comment. No rebuttals will be permitted. Each person addressing the governing body shall not exceed three (3) minutes. Section 551.042, Government Code, V.T.C.A. (i.e. Texas Open Meetings Act) permits a member of the public or a member of the governmental body to raise a subject that has not been included in the notice for the meeting, but any discussion of the subject must be limited to a proposal to place the subject on the agenda for a future meeting.  All remarks shall be addressed to the council as a body, and not to any individual member thereof. Any person making personal, impertinent, or slanderous remarks while addressing the council may be requested to leave the meeting.

4.Consent Agenda.

  1. A.Approval of minutes for the regular meeting on July 11, 2023, July 25, 2023 and the special meeting on July 31, 2023. 

5.Proclamation.

  1. A.Reading of a proclamation for August as "Texas Breastfeeding month". 

6.Discussion and possible action on the following items:

  1. A.Approval of resolution 2023-026 extending the declaration of public health emergency.

  2. B.Discussion and possible action on Ordinance 430 to request to change the zoning classification from P3: Neighborhood to P4: Mix on the property located at 9th & Maple (Legal Description: Bandera Range 9, Lots 46, 47 & 48, 0.954 acres).

  3. C.Discussion and possible action on Ordinance 431 to change the zoning classification from P3: Neighborhood to P4: Mix on the property located at 10th & Maple (Legal Description: Bandera Range 9, Lot 49, 0.318 acres).

  4. D.Discussion and possible action on Ordinance 432 to change the public access regarding fence and signage around the Bandera City Park, Bandera Code of Ordinances 1.11.039 Marking of boundaries; access to park. - City Administrator Richard Morton

  5. E.Discussion and possible action on Ordinance 433 to change Ordinance  412B Chapter 13 Utilities Article 13.08 entitled "Drought Contingency Plan". - Councilmember Battle

  6. F.Discussion and possible action on Ordinance 434 to update the City of Bandera Ordinance 1.02.001 Seal. - Mayor Gibson

  7. G.Discussion and possible action on the approval of a new server for the City of Bandera in the amount of $17,791.00.  - City Administrator Richard Morton

  8. H.Update from Marshal De Foster on the Animal Control Facility. - Marshal DeFoster

7.Closed Session.

 

  1. A.The City Council will meet in closed session pursuant to Texas Government Code Section 551.072 deliberations about real property, to receive an update on the Waste Water Treatment Plan land acquisition.

There may be a quorum of Economic Development Corporation/Planning and Zoning member at any regularly scheduled City Council Meeting.
