City Council Regular Meeting Tuesday, March 15, 2022 06:00 PM Bandera City Hall, 511 Main Street, Bandera, Texas

1.Call to order.

2.Invocation and Pledge.

3.Visitors to be heard (shall not exceed 30 minutes total).

Citizens wishing to be heard may do so on all matters except personnel matters, matters listed on the agenda as a public hearing, and matters under litigation. Each person addressing the council must provide his/her legal name and current address for city records and meeting minute preparation. Each person will only be allowed to speak on matters on the agenda during citizen's forum/public comment. No rebuttals will be permitted. Each person addressing the governing body shall not exceed three (3) minutes. Section 551.042, Government Code, V.T.C.A. (i.e. Texas Open Meetings Act) permits a member of the public or a member of the governmental body to raise a subject that has not been included in the notice for the meeting, but any discussion of the subject must be limited to a proposal to place the subject on the agenda for a future meeting.  All remarks shall be addressed to the council as a body, and not to any individual member thereof. Any person making personal, impertinent, or slanderous remarks while addressing the council may be requested to leave the meeting.

4.Consent Agenda.

  1. A.Approval of minutes from February 1, 2022 and February 15, 2022.

  2. B.Approve request by Mr. Don Sloan with the Medina River Protection Fund to use Bandera City Park for the 21st  Annual River Clean Up on May 7, 2022.

5.Presentations.

  1. A.Presentation of annual report and marketing plan by Main Street Shops and Lofts.

  2. B.Presentation by Margo Denke on the proposed TCEQ rule change regarding wastewater discharge into pristine creeks.

  3. C.Red Cross Proclamation 2022

  4. D.Presentation by Marshal Dietrich of Bandera Marshal's Office of the Racial Profiling Report for 2021. 

6.Discussion and possible action on the following items:

  1. A.Approving a resolution approving the proposed TCEQ rule change regarding wastewater discharge into pristine creeks.

  2. B.Discussion and possible action on closing 11th Street between Cypress and Cedar from March 25, 2022 at 11:00 am to March 27, 2022 at 6:00 am for pedestrian and event safety with additional bike parking for the 17th annual Thunder on 11th Street Bike Rally. 

  3. C.Discussion and possible action on an Ordinance amending the citywide comprehensive zoning map by replacing the current zoning districts with the new Zoning Districts in the updated, Chapter 14, Place Type Zoning Ordinance. 

  4. D.Discussion and possible action on approving a resolution expressing support for Bandera's sister city of Tysmenytsia, Ukraine. 

  5. E.Discussion on regulation of short-term rentals as a land use and the implementation of residential versus commercial utility rates for short-term rentals. 

  6. F.Discussion and possible action on an ordinance amending Chapter 3, Article 3.02 Technical and Construction Codes and Standards of the Bandera Code of Ordinance, adopting updated codes and local amendments. 

  7. G.Discussion and possible action on accepting the resignation of City Administrator David Jordan. 

  8. H.Discussion and possible action on a process to hire a new city administrator. 

7.Executive Session.

  1. A.The City of Bandera will meet in closed session pursuant to Texas Government Code Section 551.072, deliberations about real property, to wit: an update from Texas Land and Right-of-Way on land acquisition for the wastewater treatment plant location.

8.Action following Closed Session.

After deliberation in closed session, the City Council will re-convene in open session to take any final action necessary for item discussed in closed session.

  1. A.Requests by Council to place items on an agenda.

  2. B.Announcements by Council. 

10.Adjourn.

There may be a quorum of Economic Development Corporation/Planning and Zoning member at any regularly scheduled City Council Meeting.
