City Council Regular Meeting & Public Hearing Tuesday, September 26, 2023 05:30 PM Bandera City Hall, 511 Main Street, Bandera, Texas

1.Call to order.

2.Invocation and Pledge.

3.Visitors to be heard (shall not exceed 30 minutes total).

Citizens wishing to be heard may do so on all matters except personnel matters, matters listed on the agenda as a public hearing, and matters under litigation. Each person addressing the council must provide his/her legal name and current address for city records and meeting minute preparation. Each person will only be allowed to speak on matters on the agenda during citizen's forum/public comment. No rebuttals will be permitted. Each person addressing the governing body shall not exceed three (3) minutes. Section 551.042, Government Code, V.T.C.A. (i.e. Texas Open Meetings Act) permits a member of the public or a member of the governmental body to raise a subject that has not been included in the notice for the meeting, but any discussion of the subject must be limited to a proposal to place the subject on the agenda for a future meeting.  All remarks shall be addressed to the council as a body, and not to any individual member thereof. Any person making personal, impertinent, or slanderous remarks while addressing the council may be requested to leave the meeting.

4.Consent Agenda.

  1. A.Approval of minutes from the regular City Council meetings on August 8, 2023 and August 22, 2023 and Special meeting and public hearing on September 05, 2023. 

5.Public Hearing

  1. A.The purpose of the Public Hearing is to receive citizen comments for or against the following:

    2023-2024 Tax Rate

    2023-2024 Budget

    2023-2024 Utility Rates

     This budget will raise more total property  taxes than last year's budget by $18,315  or 2.9%, and of that amount, $7,476.61  is tax revenue to be raised from new  property added to the tax roll this year.

7.Discussion and possible action on the following items:

  1. A.Approval of Resolution 2023-027 for request by Bandera Pro Rodeo Association for a reimbursement of HOT funds for advertising in the amount of $7,000.00. - Wright

  2. B.Discussion and possible action on the City of Bandera Code Outdoor Lighting, Section 3.06.003 Enforcement. - Battle

  3. C.Discussion and possible action on approval of Ordinance 435 adopting the budget for the Fiscal Year beginning October 1, 2023 and ending September 30, 2024.  

  4. D.Discussion and possible action on approval of Ordinance 436 levying a property tax rate for the tax rate year 2024 at $0.47000 per $100 of value and determining due and delinquent dates. 

  5. E.Approval of Resolution 2023-026 ratifying the property tax rate increase reflected in the adopted budget for fiscal year 2023-2024.

  6. F.Discussion and possible action on Ordinance 437 to revise section 9.03.061 item C) compensation for reserve police officers. 

  7. G.Discussion and possible action on approving the BEDC 2023-2024 proposed budget.

  8. H.Discussion and possible action on the adoption of the utility rates for 2023-2024 budget year.

  9. I.Discussion on a performance agreement with Cowboy Capital Productions to support promoting "the Cowboy Capital" at domestic and international film festivals. - Gibson 

8.Closed Session.

 

  1. A.The City Council will meet in closed session pursuant to Texas Government Code Section 551.074, Consultations with Attorney, Dietrich F-5 update.

  2. B.The City Council will meet in closed session pursuant to Texas Government Code Section 551.072 deliberations about real property, to receive an update on the Wastewater Treatment Plant land acquisition. 

  3. C.The City Council will meet in closed session pursuant to Texas Government Code Section 551.074, Personnel matters, update from Acting City Administrator and process for new applicants.

There may be a quorum of Economic Development Corporation/Planning and Zoning member at any regularly scheduled City Council Meeting.
