City Council Regular Meeting Tuesday, February 07, 2023 06:00 PM Bandera City Hall, 511 Main Street, Bandera, Texas

1.Call to order.

2.Invocation and Pledge.

3.Visitors to be heard (shall not exceed 30 minutes total).

Citizens wishing to be heard may do so on all matters except personnel matters, matters listed on the agenda as a public hearing, and matters under litigation. Each person addressing the council must provide his/her legal name and current address for city records and meeting minute preparation. Each person will only be allowed to speak on matters on the agenda during citizen's forum/public comment. No rebuttals will be permitted. Each person addressing the governing body shall not exceed three (3) minutes. Section 551.042, Government Code, V.T.C.A. (i.e. Texas Open Meetings Act) permits a member of the public or a member of the governmental body to raise a subject that has not been included in the notice for the meeting, but any discussion of the subject must be limited to a proposal to place the subject on the agenda for a future meeting.  All remarks shall be addressed to the council as a body, and not to any individual member thereof. Any person making personal, impertinent, or slanderous remarks while addressing the council may be requested to leave the meeting.

  1. A.Approval of Minutes from the Regular City Council meetings on January 3, 2023 and January 17, 2023. 

  2. B.Approval of Ordinance 423 adopting and enacting a new Code of Ordinances; Providing the repeal of certain Ordinances. This is the final stage of the recodification process done by Franklin Legal Publishing.  Shelton

  1. A.Presentation of resource to aid with GASB 87 compliance. - Kal Kadah

6.Discussion and possible action on the following items:

  1. A.Discussion and possible action on the approval of Resolution 2023-001 authorizing City Administrator to negotiate contract with DebtBook Software - Wright

  2. B.Approval of Ordinance 423 amending the 2022-2023 budget decreasing the balance by $5,850.00 from Fund Balance, and increasing the balance in 0-510-3000 Software Subscription Fees by $5,850.00 - Wright

  3. C.Presentation, Discussion, and action from Adurra to approve proposal to update Zoning and Subdivision Ordinances. - Teafatiller

  4. D.Discussion and possible action on authorizing the City Administrator to execute a facility use agreement for a request from the Bandera Business Association for the use of the Bandera City Park on Saturday, April 29, 2023 to host the 2023 Bandera Riverfest. - Cindy Beckham

  5. E.Consideration, discussion, and possible action on approving Resolution 2023-03 awarding and authorizing the Langford Community Management to execute an administrative services contract for the preparation of the City's 2023-2024 Texas Community Development Block Grant (TxCDBG) application and subsequent administrative services contract, if funded. - Shelton

  6. F.Discussion and possible action on approving Resolution 2023-004 to fill a vacancy on the Bandera Economic Development Corporation board.  - Billy Greeson

  7. G.Discussion and possible action authorizing DNRB&Z to represent the City of Bandera in possible litigation related to Separation of Licensee (F-5) petition filed by Randolph Dietrich. - Cox 

7.Closed Session.

 

  1. A.The City Council will meet in closed session pursuant to Texas Government Code Section 551.071, consultation with attorney regarding possible litigation related to the termination of Randolph Dietrich.

  2. B.The City Council will meet in closed session pursuant to Texas Government Code Section
    551.074, personnel, to discuss the city Marshal position and search process for the position.

There may be a quorum of Economic Development Corporation/Planning and Zoning member at any regularly scheduled City Council Meeting.
