City Council Regular Meeting Tuesday, March 07, 2023 06:00 PM Bandera City Hall, 511 Main Street, Bandera, Texas

1.Call to order.

2.Invocation and Pledge.

3.Visitors to be heard (shall not exceed 30 minutes total).

Citizens wishing to be heard may do so on all matters except personnel matters, matters listed on the agenda as a public hearing, and matters under litigation. Each person addressing the council must provide his/her legal name and current address for city records and meeting minute preparation. Each person will only be allowed to speak on matters on the agenda during citizen's forum/public comment. No rebuttals will be permitted. Each person addressing the governing body shall not exceed three (3) minutes. Section 551.042, Government Code, V.T.C.A. (i.e. Texas Open Meetings Act) permits a member of the public or a member of the governmental body to raise a subject that has not been included in the notice for the meeting, but any discussion of the subject must be limited to a proposal to place the subject on the agenda for a future meeting.  All remarks shall be addressed to the council as a body, and not to any individual member thereof. Any person making personal, impertinent, or slanderous remarks while addressing the council may be requested to leave the meeting.

  1. A.Presentation by Charisse Hilchey of the Best Western Bandera Suites & Saloon 2023 Marketing Plan and Budget.

5.Discussion and possible action on the following items:

  1. A.Discussion of and possible action on a request by Richard Sutton of the 11th Street Cowboy Bar for a street closure between Cypress and Cedar Streets from Friday, March 24, 2023 at 10:00 am to Sunday, March 26, 2023 at 6:00 am for the Thunder in the Hills Annual Bike Rally.

  2. B.Discussion and possible action on authorizing the City Administrator to execute a facility use agreement for a request by Bandera General Store, First Baptist Church of Bandera and Bandera County Chamber of Commerce for the use of the Bandera City Park for an Easter Parade on April 8, 2023 from 9:00 am to 12:00 pm. - James Hernandez

  3. C.Discussion of and possible action on an amendment to the Economic Development Agreement with Main Street Shops and Lofts, Ltd. - Cox

  4. D.Discussion of and possible action on an approval of a City of Bandera Facility Use Agreement for Bandera City Park Sections A & B by the Bandera Business Association for Bandera Riverfest 2023. -Cox

  5. E.Discuss and take any necessary action to adopt/reaffirm Civil Rights Policies and Procedures, to include the HUD Section 3 presentation, for the TxCDBG City of Bandera Contract CDV21-0395.

  6. F.Discussion of and approval on a resolution authorizing the      submission of a Texas Community Development Block Grant application to the      Texas Department of Agriculture for the Community Development Fund. - Shelton

  7. G.Discussion of and action on a resolution authorizing city representatives to act in matters pertaining to the city’s participation in the Texas Community Development Block Grant Program. - Shelton

  8. H.Discussion of and action on establishing by ordinance an annual time limit, annually 36 hours or monthly time limit of 15 hours per requestor per month for requests under the Texas Public Information Act pursuant to Government Code Sections 552.232 and 552.275. 

6.Closed Session.

 

  1. A.The City Council will meet in closed session pursuant to Texas Government Code Section 551.074, personnel, to review the job description and salary for the City Marshal position. 

  2. B.The City Council will meet in closed session pursuant to Texas Government Code Section 551.074, personnel, to discuss city council responsibilities under the Code of Ethics.
