City Council Regular Meeting Tuesday, July 11, 2023 06:00 PM Bandera City Hall, 511 Main Street, Bandera, Texas

1.Call to order.

2.Invocation and Pledge.

3.Visitors to be heard (shall not exceed 30 minutes total).

Citizens wishing to be heard may do so on all matters except personnel matters, matters listed on the agenda as a public hearing, and matters under litigation. Each person addressing the council must provide his/her legal name and current address for city records and meeting minute preparation. Each person will only be allowed to speak on matters on the agenda during citizen's forum/public comment. No rebuttals will be permitted. Each person addressing the governing body shall not exceed three (3) minutes. Section 551.042, Government Code, V.T.C.A. (i.e. Texas Open Meetings Act) permits a member of the public or a member of the governmental body to raise a subject that has not been included in the notice for the meeting, but any discussion of the subject must be limited to a proposal to place the subject on the agenda for a future meeting.  All remarks shall be addressed to the council as a body, and not to any individual member thereof. Any person making personal, impertinent, or slanderous remarks while addressing the council may be requested to leave the meeting.

4.Discussion and possible action on the following items:

  1. A.Discussion and possible action on the appointment of a candidate to fill the City Council seat vacancy. (Mayor Gibson)

  2. B.Discussion and possible action on a facility use agreement by Bandera Foster Closet for the use of the Bandera City Park for a fundraiser color run on September 23. 2023.  (Mayor Gibson)

  3. C.Discussion and possible action on Ordinance No. 429, extending the moratorium on enforcement of City of Bandera Code of Ordinances, Chapter 3 Building Regulations, Article 3.06 Outdoor lighting, Section 3.06.003 Enforcement of the Bandera Code of Ordinances. (Mayor Gibson)

  4. D.Discussion and approval of City of Bandera Resolution No. 2023-022, adding City Council Pro Tem Lynn Palmer as a signatory on all City of Bandera bank accounts. (Mayor Gibson)

  5. E.Discussion and possible action on the City of Bandera Code of Ordinances, Chapter 8 Offenses and Nuisances, Article 8.04 Noise. (Mayor Gibson)

  6. F.Discussion and possible action on the City of Bandera Ordinance 1.02.001 Seal. (Mayor Gibson)

  7. G.Discussion and possible action on approval for the Bandera Economic Development Corporation to exceed $10,000.00 on wayfinding signs. (Mayor Gibson)

  8. H.Discussion and possible action on a joint workshop with Bandera Economic Development Corporation. (Mayor Gibson)

  9. I.Discussion and possible action on a request for $12,000.00 from the City of Bandera Economic Development Corporation for the Texas Parks and Wildlife Habitat and Angler Access Program Grant. (Mayor Gibson)

  10. J.Discussion and possible action on City of Bandera Resolution No. 2023-024, ordering a General Election of the qualified voters of the City of Bandera for the purpose of electing three (3) City Council members to serve two-your terms. (Mayor Gibson)

5.Closed Session.

The City Council will meet in closed session pursuant to Texas Government Code Section 551.071, Consultations with Attorney, and 551.072 deliberations about real property

  1. A.The City Council will meet in closed session pursuant to Texas Government Code Section 551.071 to conduct a private consultation with its attorney about pending or contemplated litigation; to wit: Dietrich Texas Workforce Commission Appeal and F5 Administrative Law Appeal.

  2. B.The City Council will meet in closed session pursuant to Texas Government Code Section 551.072 deliberations about real property, to receive an update on the Waste Water Treatment Plan land acquisition.

  1. A.Requests by Council to place items on an agenda.

  2. B.Announcements by Council.

There may be a quorum of Economic Development Corporation/Planning and Zoning member at any regularly scheduled City Council Meeting.
