City Council Regular Meeting Tuesday, April 18, 2023 06:00 PM Bandera City Hall, 511 Main Street, Bandera, Texas

1.Call to order.

2.Invocation and Pledge.

3.Visitors to be heard (shall not exceed 30 minutes total).

Citizens wishing to be heard may do so on all matters except personnel matters, matters listed on the agenda as a public hearing, and matters under litigation. Each person addressing the council must provide his/her legal name and current address for city records and meeting minute preparation. Each person will only be allowed to speak on matters on the agenda during citizen's forum/public comment. No rebuttals will be permitted. Each person addressing the governing body shall not exceed three (3) minutes. Section 551.042, Government Code, V.T.C.A. (i.e. Texas Open Meetings Act) permits a member of the public or a member of the governmental body to raise a subject that has not been included in the notice for the meeting, but any discussion of the subject must be limited to a proposal to place the subject on the agenda for a future meeting.  All remarks shall be addressed to the council as a body, and not to any individual member thereof. Any person making personal, impertinent, or slanderous remarks while addressing the council may be requested to leave the meeting.

4.Proclamation

  1. A.Dicussion and possible action on a proclamation by the City of Bandera City Council recognizing National Child Abuse Prevention Month.

5.Discussion and possible action on the following items:

  1. A.Discussion and direction on aggressive panhandling and loitering in a public place. - Palmer

  2. B.Discussion and possible action on Resolution 2023-008 authorizing the submission and authorizing the execution of all necessary applications and acceptance of the grant for the City of Bandera Marshal's Office to the Texas Department of Agriculture-Rural Development Community Facilities Direct Loan and Grant Program - De Foster/Teer.

  3. C.Discussion and possible action on Ordinance 426, City of Bandera Code of Ordinances Article 1.03.093 Agenda Officer Section C, amending the due date for City Council agenda and documentation preparation and distribution to City Council - Shelton.

  4. D.Discussion and possible action on a letter of support from the City of Bandera City Council to the Texas Historical Commission for the 2024-25 Texas Historical Commission's Heritage Tourism / Smithsonian Institution Project exhibit - Moore.

  5. E.Discussion and possible action on Resolution 2023-009 authorizing the agreement with the Kiwanis Community Service Corporation  for the use of Hotel Occupancy Funds. 

  6. F.Discussion and possible action on Resolution 2023-010 authorizing the approval of the State of Texas and Texas Political Subdivisions' Opioid Abatement Fund Council and Settlement Allocation Term Sheet. - Cox

  7. G.Discussion and possible action on Resolution 2023-011 in support of the Bandera County River Authority and Groundwater District to seek legislation to codify its enabling act as Chapter 8850, Special District Local Laws Code. - Gibson

6.Closed Session.

The City Council will meet in closed session pursuant to Texas Government Code Section 551.074 personnel, Government Code §551.071 (Consultations with Attorney), §551.072 (Deliberations about Real Property), to

  1. A.Discussion of land aquisition for the relocation of the City of Bandera Waste Water Treatment Plant.

  2. B.Discussion on the process to hire a new City Administrator, review and/or make changes to the job description, job posting and salary.

  3. C.Dietrich Texas Workforce Commission Appeal and other legal matters. 

7.Action following Closed Session.

8.Requests and Announcements.

  1. A.Requests by Council to place items on an agenda.

  2. B.Announcements by Council. 

9.Adjourn.

There may be a quorum of Economic Development Corporation/Planning and Zoning member at any regularly scheduled City Council Meeting.
