• 11.Motion to Consider discussing and conditionally approving Atlantic Waste Services (AWS) request for a “Consistency Letter” related to the construction and operation of a Solid Waste Transfer Station Facility at 927 Molly Pond Road, Augusta, Georgia.  Propose Condition: All solid waste accepted or collected at the Transfer Station shall be disposed of at the Augusta Deans Bridge Road MSW Landfill. This condition shall also be included as a Zoning Exception requirement for the use of this site as a Transfer Station. Additionally, authorize the Augusta Engineering & Environmental Services Director to provide the requested “Consistency Letter” to AWS. / AE; community involvement (Approved by Engineering Services Committee May 26, 2026)

PUBLIC SAFETY

• 12.Motion to approve allocating $13,500 from General Fund Contingency to the Emergency Management Agency (EMA) budget to support operational and compliance needs for the remainder of Fiscal Year 2026. (Approved by Public Safety Committee May 26, 2026)

• 13.Motion to approve acceptance of the awarded $67,500 Hazard Mitigation Grant Program, to be used to update the Augusta-Richmond County Multi- Jurisdictional Hazard Mitigation Plan. The total approved cost is $67,500 with a federal share of $50,625, a state share of $6,750, a local share of $10,125, and Subrecipient Management cost of $3,310.05. (Approved by Public Safety Committee May 26, 2026)

• 14.Motion to approve the award of RFP 26-154 EMS Medical Director Services for the Augusta Fire Department to Wellstar/MCG in the annual amount of $41,860. PUBLIC SERVICES

• 17.Currently, the Augusta Georgia Government does not have a policy requirement for Data Centers. The Planning and Development Department recommends the adoption of a temporary moratorium on the acceptance, review, and approval of applications for new data centers until the new Zoning Ordinance has been adopted. (Requested by Commissioner Jordan Johnson)

ADMINISTRATIVE SERVICES

• 18.Motion Statement: There are two important holidays we observe as a city, state, and nation: Martin Luther King Jr. Day and Juneteenth. These holidays carry special meaning for working people. Dr. King was assassinated while supporting sanitation workers in their fight for dignity and fair treatment. Juneteenth recognizes the end of forced labor and the beginning of freedom for enslaved people. However, some of our own workers, including landfill employees, are still required to work on these days and are denied the opportunity to fully observe them.

  Therefore, I move that the landfill be closed on Martin Luther King Jr. Day and Juneteenth, effective on the next observing, except for employees needed for critical systems management or emergency operations. This will allow our workers to observe these holidays with the same dignity and respect afforded to others. (Requested by Commissioner Lonnie Wimberly)
