• 1.ZA-R-262 –Approval of the Proposed Data Center Ordinance to provide clear regulatory standards for future data center development. 

  Establish zoning regulations governing the location, review procedures, design standards, operational requirements, infrastructure coordination, environmental protections, and abandonment requirements for Data Centers (DCs) and High-Density Computing Facilities (HDCFs) within Augusta-Richmond County. (Approved by Augusta Commission on September 15, 2026 - second reading)

• 2.Motion to approve A.N. 26-41 –New Location: Consumption on   Premise Beer. Duc Trong Tran is the applicant for Augusta Cigar &   Billiards LLC, to be used in connection with 3112 Washington Rd STE A & B,   Augusta GA 30907. District 7, Super District 10. (Approved by Public Services Committee September 29, 2026 no objectors)

• 3.Motion to approve A.N. 26-42 –Existing Location, New Ownership: Retail Package Liquor, Beer and Wine. Shravan Kumar Raul is the applicant for H&S Wine & Spirits, to be used in connection with 2372 Barton Chapel Rd, Augusta GA 30906. District 5, Super District 9.(Approved by Public Services Committee September 29, 2026- no objectors)

• 4.Motion to approve a sole source in the amount of $29,260 to the agreement  for procurement and installation of scoreboards from Electro-Mech at  Eisenhower Park ballfields. Funding is available in the appropriate account.(Approved by Public Services Committee on September 29, 2026)

• 5.Motion Augusta Regional Airport (AGS) – Approve selection and award of contract to Mass Media Marketing, LTD (M3) for the Airport Marketing Agency pursuant to RFQ 26-172.  The terms of the contract are for three years with two one-year options to extend. (Approved by Public Services Committee on September 29, 2026)

• 6.Motion to approve Augusta Regional Airport (AGS) – Approve NetJets Management Services Agreement.  Approved by the Augusta Aviation Commission 09/10/2026.  (Approved by Public Services Committee on September 29, 2026)

• 7.Motion to approve the selection of Tri Scapes, LLC as the vendor for Bid Item# 26-181, Construction Services for May Park Improvements, in the amount of $2,695,132.55; to approve associated SPLOST 7 allocations; and to authorize the mayor to execute the contracts and all related documents.(Approved by Public Services Committee on September 29, 2026)

• 8.Motion to approve the agreement with Food Services Agreement with G.A. Food Services of Pinellas County, LLC. and to authorize the mayor to execute the contracts and all related documents. (Approved by Public Services Committee on September 29, 2026)

ADMINISTRATIVE SERVICES

• 9.Motion to approve the request for the change order to 25CSA279 for the Building Automation Service and Mechanical Service Agreements – Year 2 in the total amount of $584,074.42 by Trane Company.

  In addition, approve the request for the change order to 25CSA201 for the Exhibit G Annual Service Agreement – Year 2 in the total amount of $317,010.31 by Trane Company. (Deferred from the September 15,2026 Commission Meeting. (Approved by Administrative Services Committee September 29, 2026)

ENGINEERING SERVICES

• 10.Motion to approve supplement funding in amount not to exceed $121,014 to M. Mitchell Group contract to cover cost of non-reimbursable concrete flatwork repairs adjacent to the right of way that was damaged by Hurricane Helene. AE/ Bid 25-905 (26ENG171). (Approved by Engineering Services Committee on September  29, 2026)

• 11.Motion to approve the award of the Construction Contract to Morgan Corporation in the amount of $4,767,795 for the Deans Bridge Road Solid Waste Facility Phase 3, Stage 2, South Cell 2 – Phase 1 Construction Project. The award is contingent upon receipt of all required signed contract and associated required documents. Also authorize use of $5.5million from “Solid waste restricted reserve funds” for this project construction and Construction Quality Assurance, and accordingly approve amending Environmental Services FY2026 Budget to add this amount to Solid Waste Operations Funds.   AE/ RFP 26-272. (Approved by Engineering Services Committee on September  29, 2026)

• 12.Motion to approve funding in the amount of $41,000.00 for the continued provision of Rhythm Engineering Technical Support and Software Services through a sole-source procurement for Richmond County’s Traffic ITS Operations, including the operation and maintenance of the Rhythm In-Sync Adaptive Signal Timing System. Also, approve the annual continuation of Rhythm Engineering services to ensure ongoing system support, maintenance, and operational continuity. /AE.(Approved by Engineering Services Committee on September  29, 2026)

• 13.Motion to approve Environmental Services to support the DCA OneGeorgia Authority Hurricane Disaster Relief Grant for the Woodlake Sewer and Water Project. (Approved by Engineering Services Committee on September  29, 2026)
