Call to Order and Welcome to Visitors

1.Presentation of a Proclamation designating May 17, 2026 through May 23, 2026 as National Public Works Week in the Town of Appomattox.

2.Presentation by Rob Bullington, the Virginia Municipal League Director of Communications, to Elijah Zug, Appomattox Middle School student, Region 4 winner of the 2026 "If I Were Mayor" essay contest.

3.Adoption of a Resolution containing amendments to the 2025-2026 Town of Appomattox Budget. A public hearing advertisement on this item was published on March 25, 2026 and April 1, 2026 and a public hearing was held on April 13, 2026.
4.Approval of the redrafted Town of Appomattox Employee Handbook
5.Public hearing for the advertised/proposed increase to the Town of Appomattox real property tax rate. A copy of the newspaper advertisement is attached.
6.Public hearing of a proposed ordinance codifying the advertised/proposed increases to the Town of Appomattox Business, Professional, Occupational, and License tax rates. A copy of the newspaper advertisement is attached.
7.Public hearing regarding the adoption of the advertised proposed water and sewer rate changes to the Town of Appomattox Water and Sewer Policy. A copy of the newspaper advertisement and proposed Resolution with updated Town of Appomattox Water and Sewer Policy is attached.
8.Public Hearing for the advertised/proposed FY27 Town of Appomattox Budget. A copy of the newspaper advertisement is attached.
9.Council Action Form with Town Manager Evaluation Forms for completion by the May 26, 2026, Town Council Workshop Meeting.

10.Council will set a Special Meeting date for Budget approval.
11.Consideration and approval for amending the By-Laws of the Rose Project Board and redistribution of supervision of the Rose Project Board to fall under the Town Economic Development Authority.
12.Discussion of planning for the Town of Appomattox picnic.

13.Closed session in accordance with Virginia Code Section 2.2-3711(A)8, of the Code of Virginia, 1950, as amended, for consultation with legal counsel employed or retained by a public body regarding specific legal matters requiring the provision of legal advice by such counsel. Nothing in this subdivision shall be construed to permit the closure of a meeting merely because an attorney representing the public body is in attendance or is consulted on a matter.
14.Closed session in accordance with Virginia Code Section 2.2-3711(A)6 of the Code of Virginia, 1950, as amended, for discussion and/or consideration of the investment of public funds where competition or bargaining is involved, where, if made public initially, the financial interest of the governmental unit would be adversely affected.
