CONSENT AGENDA
All Consent Agenda items are considered routine, to be enacted by one motion with the adoption of the Consent Agenda,
and without discussion. If a Council Member requests discussion of an item, the item may be removed from the
Consent Agenda and considered separately. The Mayor will present the Consent Agenda
to be set prior to taking action on the following items:
Motion to approve a Master Services Agreement (MSA) between Juro Online Limited and the Town of Apex, for contract creation and management software for the Town of Apex, effective March 17, 2025 through March 16, 2027, and to authorize the Town Manager, or their designee, to execute the agreement on behalf of the Town.
Motion to approve, as submitted or amended, Meeting Minutes from the following meetings:
January 28, 2025 – Regular Town Council Meeting Minutes
February 11, 2025 – Regular Town Council Meeting Minutes

PRESENTATIONS
Proclamation recognizing the Month of March 2025 as Bleeding Disorders Awareness Month in the Town of Apex, and extend immense thanks to the organizations, scientists, and activists who dedicate their lives to aiding individuals afflicted by bleeding disorders.
Proclamation recognizing the Month of March 2025 as Women's History Month in the Town of Apex, and call upon all residents of Apex to thank a woman in their life for all they have done for us.
PUBLIC FORUM
Public Forum allows the public an opportunity to address the Town Council. The speaker is requested not to address items
that appear as Public Hearings scheduled on the Regular Agenda. The Mayor will recognize those who would like to speak at the
appropriate time. Large groups are asked to select a representative to speak for the entire group.
Comments must be limited to 3 minutes to allow others the opportunity to speak.
PUBLIC HEARINGS
Conduct a Public Hearing and possible motion to adopt Ordinance on the Question of Annexation - Apex Town Council's intent to annex 3.189 acres, located at 2132 Kelly Road, Satellite Annexation No. 796, into the Town Corporate limits.
OLD BUSINESS
Continued from the January 28th Town Council Meeting.
Possible motion concerning Rezoning Application No. 24CZ17 Kelly Rd Townhomes. The applicant, Vasu Kollipara, seeks to rezone approximately 5.97 acres from Residential Agricultral (RA) to High Density Single-Family Residential-Conditional Zoning (HDSF-CZ). The proposed rezoning is located at 2305 & 2309 Kelly Road.
NEW BUSINESS
Possible motion to adopt the 2025-2026 Legislative Agenda for the Town of Apex and direct the Town Clerk to forward a certified copy of the Town’s Adopted Legislative Agenda to the Town’s Lobbying Firm, Town of Apex representatives of the North Carolina General Assembly (NCGA), the North Carolina League of Municipalities, Wake County Board of Commissioners, and other entities as appropriate; and direct the Town Clerk to provide an annual report of the monitoring of the Town’s Legislative Priorities.

Possible motion to adopted a Resolution of Support of House Bill 24, An Act to Restore the Authority For Local Governments to Initiate Downzoning and direct the Town Clerk to provide a certified copy of this resolution to all elected representatives representing the Town of Apex in the North Carolina General Assembly as well as the entire Wake County Delegation.
CLOSED SESSION
Motion to enter into closed session pursuant to NCGS 143-318.11(a)(3) to consult with the Town Attorney in order to preserve attorney-client privilege.
Motion to enter into closed session pursuant to NCGS 143-318.11(a)(3) to discuss the town’s handling of the matter of Town of Apex v. Lund.
