CONSENT AGENDA
All Consent Agenda items are considered routine, to be enacted by one motion with the adoption of the Consent Agenda,
and without discussion. If a Council Member requests discussion of an item, the item may be removed from the
Consent Agenda and considered separately. The Mayor will present the Consent Agenda
to be set prior to taking action on the following items:
Motion approve an agreement with TargetSolutions Learning, LLC. d/ba Vector Solutions to provide software services for Guardian Tracking related to employee personnel training documentation and performance management, effective until June 30, 2026, and authorize the Town Manager, or their designee, to execute on behalf of the Town.
Motion to approve a General Operating Agreement between Research Triangle Regional Public Transportation Authority (GoTriangle) and Capital Area Metropolitan Planning Organization (CAMPO) and the Town of Apex, effective until December 31, 2026, for Bus Operations – Community Funding Area Program Wake Transit FY 2026, and to authorize the Town Manager, or their designee, to sign on behalf of the Town.

Motion to approve Budget Ordinance Amendment No. 4 to include funds for a new position in the Town Manager's Office to facilitate major Town projects and additional funding for contracted communication services
Motion to approve, as submitted or amended, Meeting Minutes from the following meetings:
June 10, 2025 – Regular Town Council Meeting Minutes
August 26, 2025 – Regular Town Council Meeting Minutes
Motion to adopt an amendment to the Town's Personnel Policies related to the Administration of the Town's Peak Paid Time Off (PPTO) benefit effective October 1, 2025.

A) Special recognition of the Apex Electric Utilities Department on their recent achievements: (A) Reliability Award, (B) ElectriCities Safety Award, and (C) ElectriCities Public Power Award of Excellence in the areas of Future Focused, Strengthen Public Power, Provide Superior Power, People.
B) Proclamation Designating the week of Sunday, October 5, 2025 through Saturday, October 11, 2025 as Public Power Week.

Mayor Gilbert will call for additional Agenda items from Council or Staff and set the
Regular Meeting Agenda prior to Council actions.
PRESENTATIONS
Proclamation proclaiming Friday, September 26, 2025 as Apex Prisoner of War and Missing-In-Action (POW/MIA) Day of Honor in the Town of Apex, and urge residents to acknowledge this day with reverence and respect, and never forget the price of freedom
Proclamation recognizing the week of Sunday, October 5 through Saturday, October 11, 2025 as Fire Prevention Week in the Town of Apex and urge residents to help educated their families and communities on these measures they can take to help keep everyone safe..
Proclamation recognizing the month of October 2025 as Hindu Heritage Month in the Town of Apex and further proclaim Monday, October 20th, 2025, “Diwali”, and encourage residents to join in recognizing and celebrating the rich cultural heritage, values, and contributions of Hindu Americans here in Apex.
Proclamation recognizing Monday, October 13, 2025 as Indigenous Peoples Day 2025 in the Town of Apex, and encourage residents to immerse themselves in celebrations of Indigenous culture and history, and remember who called Apex home first. .
PUBLIC FORUM
Public Forum allows the public an opportunity to address the Town Council. The speaker is requested not to address items
that appear as Public Hearings scheduled on the Regular Agenda. The Mayor will recognize those who would like to speak at the
appropriate time. Large groups are asked to select a representative to speak for the entire group.
Comments must be limited to 3 minutes to allow others the opportunity to speak.
PUBLIC HEARINGS
Conduct a Public Hearing and possible motion to adopt an Ordinance on the Question of Annexation - Apex Town Council's intent to annex 6.40 acres, located at 1211OId Raleigh Road, Annexation No. 803, into the Town Corporate limits.
Public hearing and possible motion concerning Rezoning Application No. 25CZ07 1211 Old Raleigh Road. The applicant, Dan Morse, ODG 87, LLC., seeks to rezone approximately 6.40 acres from Residential Agricultural (RA) to Medium Density Residential-Conditional Zoning (MD-CZ). The proposed rezoning is located at 1211 Old Raleigh Road.
Conduct a Public Hearing and possible motion to adopt Question of Annexation - Apex Town Council's intent to annex 51.822 acres, project commonly referred to as Jessie Drive Industrial, located at 0 East Williams Street (PIN 0751-20-1670), Annexation No. 806, into the Town Corporate limits.
Public hearing and possible motion concerning Rezoning Application No. 25CZ09 Jessie Drive Industrial. The applicant, Gray Harrell, Beacon Development; seeks to rezone approximately 51.82 acres from Residential Agricultural (RA) to Light Industrial-Conditional Zoning (LI-CZ) and Medium Density Residential-Conditional Zoning (MD-CZ). The proposed rezoning is located at 0 E Williams St.

Possible motion to amend the Apex Transportation Plan along Hammocks Beach Trail and Mt. Zion Church Road for consistency with the proposed rezoning 24CZ10 Ashburn Planned Unit Development (PUD).

The proposed rezoning is located at 0 & 0 Mt. Zion Church Road.
