The Town of Apex values and celebrates diversity and inclusion.  We see diversity as a strength that binds our community together – inviting members from different faith communities to deliver the invocation at the beginning of our Council meetings, supports this unity.  Recognizing that not everyone practices the same traditions, we welcome you to have a private moment of silence.

Members of the governing body may use this time to share updates on a variety of different topics
or submit petitions for future consideration with the entire board and the community.

ADOPTION OF THE MEETING AGENDA

The Mayor will call for additional Agenda items from Council or Staff and set the Regular Meeting Agenda

 prior to Council actions. Items to be pulled or added should be submitted to the Town Clerk in advance of the meeting.

CONSENT AGENDA

All Consent Agenda items are considered routine, to be enacted by one motion with the adoption of the Consent Agenda,
and without discussion. If a Council Member requests discussion of an item, the item may be removed from the
Consent Agenda and considered separately. The Mayor will present the Consent Agenda
to be set prior to taking action on the following items:

  Motion to adopt the 2027 Regular Schedule of Meetings for the Apex Town Council and confirm the 2026-27 Council Committee Schedules for the following committees:

  Governance, Fiscal Stewardship, and Internal Support Committee

  Motion to receive and accept the Resident Advisory Board attendance reports for Quarter Three (3) for calendar year 2026, covering July 1, 2026, through September 30, 2026.

  Motion to approve the Standard Services Agreement between Pyro Shows East Coast, Inc and Town of Apex, for the Town’s July 3, 2027, Independence Day fireworks display, and authorize the Town Manager, or their designee, to execute on behalf of the Town. 

• CN4Trevor Materasso, Deputy Chief

  Motion to approve a multi-year agreement between Axon Enterprise, Inc, and the Town of Apex, for Assistive Call-Taking software and associated equipment to support operations within the Town’s Public Safety Communications Center (911), effective through October 31, 2031, and authorize the Town Manager, or their designee, to execute on behalf of the Town.

• CN5Trevor Materasso, Deputy Chief

  Motion to approve Amendment No. 1 to the multi-year agreement between the Town of Apex and Axon Enterprise, Inc., for the purchase of additional body-worn cameras, TASER equipment, Fleet 3 in-car camera systems, and associated software and support services to equip additional Law Enforcement Officer (LEO) positions authorized in the Fiscal Year 2026–2027 Budget, in an amount not to exceed $130,652, and to authorize the Town Manager, or their designee, to execute the amendment on behalf of the Town.

  Motion to adopt a Resolution Directing the Town Clerk to Investigate Petition Received, to accept the Certificate of Sufficiency by the Town Clerk, and to adopt a Resolution Setting the Date of a Public Hearing for Tuesday, November 10, 2026, on the Question of Annexation - Apex Town Council's intent to annex 3.60  +/- acres, Apex Medical Center located at 1405 Zeno Road (PIN No. 0732-83-6597 and 1407 Zeno Road PIN No. 0732-83-4782), Annexation No. 839, into the Town Corporate limits.

  Motion to approve Budget Ordinance Amendment No. 3 appropriating funds for State authorized law enforcement bonuses ($190,000 – Revenue from state) and the Apex utility customer assistance program ($250,000).

  Motion to award a multi-year contract between Alliant Insurance Services, Inc. and the Town of Apex for employee benefits consulting and brokerage services effective January 1, 2027, through December 31, 2031, and authorize the Town Manager, or their designee, to execute both the Business Associate Agreement and Consulting Services Agreement on behalf of the Town.

PUBLIC ART MOMENT QUARTERLY

The quarterly public art moment spotlights local creativity, reflects community voices, and supports informed decisions that strengthen a vibrant and growing cultural landscape.  The purpose of this item is to bring awareness and appreciation of local artist.

  Proclamation recognizing the Month of November 2026 as "American Indian Heritage Month" in the Town of Apex and encourage residents to learn more about the history and traditions of the land we reside on and the people who first called it home

PUBLIC FORUM

Public Forum allows the public an opportunity to address the Mayor and Town Council.  The speaker is requested not to address items

that appear as Public Hearings.  The Mayor will recognize those who would like to speak at the appropriate time.

Large groups are asked to select a representative to speak for the entire group.

Comments must be limited to 3 minutes to allow others the opportunity to speak.

Members of the public are encouraged to view the Public Forum and Public Hearing Participation Guidelines. 

PUBLIC HEARINGS

  Conduct a Public Hearing and consider a possible motion to adopt an annexation ordinance on the Question of Annexation - Apex Town Council's intent to annex 8.93 +/- acres, located at 1409 Goodwin Road (PIN No. 0722-27-6466), Annexation No. 836, into the Town Corporate limits.  This item will be heard with PH2 – Rezoning Case No. 26CZ08. There will be a joint public hearing on both items together.

• PH2Thomas Rayle, Planner II

  Public hearing and possible motion concerning Rezoning Application No.26CZ08 1409 Goodwin Road. The applicant, Ardent Building, LLC, seeks to rezone approximately 8.93 acres from Wake County Residential-80 Watershed District (R-80W) to Rural Residential-Conditional Zoning (RR-CZ). The proposed rezoning is located at 1409 Goodwin Road.  Rezoning Case No. 26CZ08 will be heard with the associated Annexation Case No. 836

  Public hearing and possible motion concerning Rezoning Application No. 26CZ02 Jessie Commons PUD Amendment. The applicant, Strategic Real Estate Partners, seeks to rezone approximately +64.37 acres from Planned Unit Development-Conditional Zoning (PUD-CZ #06CZ26) to Planned Unit Development-Conditional Zoning (PUD-CZ). The proposed rezoning is located at 0, 0 ,1701 E. Williams St; and 1615 E. Williams Street (portion of).

  Public hearing and possible motion concerning Rezoning Application No. 26CZ10 Veridea Expansion V.  The applicants, Todd Rechler, RXR Realty and Edward C. Ritenour, Jr., seek to rezone approximately +23.09 acres  to Sustainable Development Conditional Zoning (SD-CZ). The proposed rezoning is located at 0 Prince Dead End Rd; 0 Technology Dr; 3125 & 3137 Veridea Pkwy; 0, 1714, & 1860 E. Williams St.
