CONSENT AGENDA
All Consent Agenda items are considered routine, to be enacted by one motion with the adoption of the Consent Agenda,
and without discussion. If a Council Member requests discussion of an item, the item may be removed from the
Consent Agenda and considered separately. The Mayor will present the Consent Agenda
to be set prior to taking action on the following items:
Motion to approve a license agreement with Magnet Forensics, effective May 10, 2025 through May 9, 2026, to examine digital evidence with mobile, cloud, and digital resources, and authorize the Town Manager, or their designee, to execute on behalf of the Town.
Motion to approve Budget Ordinance Amendment No. 11 appropriating funds for the Mills property acquisition in Downtown Apex.
Motion to approve, as submitted or amended, Meeting Minutes from the following meetings:
March 18, 2025 – Town Council Work Session Minutes
March 25, 2025 - Regular Town Council Meeting Minutes
Motion to approve a Memorandum of Understanding (MOU) between the Town of Apex and Thales Academy, effective May 01, 2025 through April 30, 2030, for the purpose of emergency evacuation and special accommodations.
Motion to adopt an ordinance amendment to Section 14-14 of the Town Code establishing a social district in the Town of Apex.
Motion to ratify an amendment to the existing Design Services Agreement between the Town of Apex and Hazen & Sawyer, P.C. for design of the Big Branch Pump Station and Force Main No. 2.
Possible motion to adopted a Resolution in Opposition of House Bill 765, An Act to Reform Local Government Development Regulations in This State, and direct the Town Clerk to provide a certified copy of this resolution to all elected representatives representing the Town of Apex in the North Carolina General Assembly, and All Wake County Municipal Mayors, Town Councilmembers, and Town Clerks and request their support of this legislation.
Motion to approve a license agreement with Cellebrite Inc, effective June 21, 2025 through June 20, 2026, to examine digital evidence with mobile, cloud, and digital resources, and authorize the Town Manager, or their designee, to execute on behalf of the Town.
Motion to approve the Apex Tax Report dated March 20, 2025.

PRESENTATIONS
Proclamation recognizing Saturday, April 26, 2025, as Apex Earth Day, in the Town of Apex, and encourage residents to spend time in nature and do their part to promote a healthy and beautiful community which has given so much to us.
Proclamation recognizing the week of Sunday, April 20 through Saturday April 26, 2025 as Civilian Law Enforcement Professionals Week in the Town of Apex, and commend these men and women for their incredibly important service to our Town.
Proclamation recognizing the Month of May 2025 as National Tennis Month in the Town of Apex and encourage residents to spend time on the courts with friends this month enjoying the great game of tennis.
Proclamation recognizing the week of Sunday, May 04 through Saturday, May 10, 2025 as Public Service Appreciation Week in the Town of Apex, and encourage all residents to show their appreciation and respect to the town employees who dedicate their careers to operating and improving our Town.
Proclamation recognizing the week of Monday, May 05 through Sunday, May 11, 2025, as Safe Drinking Water Week in the Town of Apex and extend appreciation to all of our Water Resources staff for the hard work they do in keeping us healthy.
Proclamation recognizing Saturday, April 26, 2025, as Think Apex Day in the Town of Apex and call upon all residents to consider joining a project occurring on Think Apex Saturday to remind each of us that there is nothing we can't accomplish when we work together.
REGULAR MEETING AGENDA
Mayor Gilbert will call for additional Agenda items from Council or Staff and set the
Regular Meeting Agenda prior to Council actions.
PUBLIC FORUM
Public Forum allows the public an opportunity to address the Town Council. The speaker is requested not to address items
that appear as Public Hearings scheduled on the Regular Agenda. The Mayor will recognize those who would like to speak at the
appropriate time. Large groups are asked to select a representative to speak for the entire group.
Comments must be limited to 3 minutes to allow others the opportunity to speak.
PUBLIC HEARINGS
Conduct a Public Hearing and possible motion to adopt Ordinance on the Question of Annexation - Apex Town Council's intent to annex 4.72 acres, commonly referred to as Chinese Christian Mission Church, located on Secluded Acres Road, Annexation No. 789, into the Town Corporate limits.
Conduct a Public Hearing and possible motion to adopt Ordinance on the Question of Annexation - Apex Town Council's intent to annex 3.19 acres, commonly referred to as Apex Light Industrial, located on Creekbird Road, Annexation No. 801, into the Town Corporate limits.
NEW BUSINESS

Potential motion to move forward with programming and design of the Town’s Environmental Education Center to meet the vision of the town as determined during the advanced planning phase and presented by Gensler Architecture.
