REGULAR AGENDA: These items include significant financial and administration actions of special interest, hearings and work sessions. The numerical order of the items on this Agenda is for convenience of reference. Items may be taken out of order upon request of the Mayor or Council Members. All questions shall be directed to the Mayor who, at his/her discretion, will refer to City Staff.

A.Public Hearing:  Introduce, waive the reading by substitution of title, and adopt Ordinance 560 establishing a moratorium on the approval of any land use entitlements and/or agreements to allow the operation of data centers in the City of Angels for 10 months and 15 days past October 2, 2026 (i.e., until August 17, 2027), in accordance with California Government Code, Section 65858. - Amy Augustine, City Planner

  2. B.Public Hearing:  1)                Consider adopting Resolution 26-74 for a General Plan Amendment, on a 0.4± acre parcel, from a (ROW) general plan land use designation to a Single-Family Residential (SFR) general plan land use designation; and  2)                Introduce, waive the first reading by substitution of title, hold a public hearing, and set October 6, 2026, for a second hearing for Ordinance 557 to rezone the 0.4± acre parcel from a Right-of-Way (ROW) zoning district to a Single-Family Residential, one-acre minimum (R-1) zoning district; - Amy Augustine, City Planner

  3. C.Public Hearing to Adopt Resolution 26-78: Declaring a portion of the alleyway between Mark Twain Elementary School and 784/786 Stanislaus Avenue totaling 2,365± square feet as Exempt Surplus Land pursuant to the State Surplus Land Act - Government Code Sections 54221(f)(1)(E) - Land that is a former street, right-of-way or easement, and is conveyed to an owner of an adjacent property.   The land does not meet any of the criteria listed in Government Code Section 54221(f)(2). - Amy Augustine, City Planner

  4. D.Resolution 26-79 & Policy Revision: Review and approve Resolution No. 26-79 Regarding the Revised Personnel Rules for the City of Angels employees - Haley Bugarin, Administrative Services Officer
