Appointing Brian Binzer (Mayor's Designee) and Rick Benson (Administrative appointment of the Mayor) to the Planning and Zoning Commission of the City of Alabaster for a term coinciding with the Mayor/Council terms.

Public Hearing: Ordinance 21-130 Updating the City of Alabaster's Employee Handbook in accordance Ordinance 14-13 Section 4. The Handbook requires any changes to sections 8.4 through 8.7 of the Employee Handbook be posted 30 days prior to adoption, a hearing provided for employees and 70% vote by Council.
Adopting the attached Employee Handbook as printed and shall be known as the City of Alabaster Employee Handbook – 2021. Sections 8.4 through 8.6, as special benefit to City employees concerning the accrual and use of Annual Leave and Sick Leave, adopted by Administrative Ordinance Number 14-013 of the City Council, shall only be amended as set forth therein.
Re-Appointment of Misty Johnson to the Alabaster School Board.
Professional Services Agreement with Volkert relating to the testing and inspection of the annual Municipal Separate Storm Sewer System (MS4) project. This agreement will facilitate compliance for the ADEM Phase I Permit (NPDES NUMBER ALS00011) and will not exceed $19,700.
Authorizing an agreement with S and M Development, LLC for dirt removal associated with the Veterans Park Expansion. Said agreement will provide removal of approximately 11,000 yards of dirt at a cost of $3 per yard. Cost not to exceed $25,000.
Authorizing application for the 2022 Transportation Alternatives Set-Aside (TAP) Grant for a sidewalk and trail project connecting Thompson Middle School to Municipal Park along Warrior Drive from Thompson Rd to the entrance of Municipal Park. The grant will also include a trail from Municipal Park to Thompson High School. This project will include a City Match not to exceed $500,000.
Authorizing the transfer of City owned mountain property, across Hwy 119 from City Hall, to the CDA in order to market property for commercial development with other land owned by E & Z Joseph, LLC and Star Lake Family, LLC.
Authorizing a request for addition of (1) full time employee to Sanitation Driver by an internal promotion.
Motion to Authorize Mayor Brakefield to officially contact both State and Federal Representatives about blocked train crossings within the City of Alabaster.
